This is a simple hack that ports the Helmetless sprites from Rockman 6 Complete Works to Mega Man 6.

Apply the patch to an unmodified "Mega Man 6 (USA).nes" rom.

This hack only uses the sprites from Rockman 6 Complete works, so cutscene art, stage select portraits, and such will still show Mega Man with his helmet on.
