Debug Menu restore patch and font replacement for Monster World IV

This patch will restore the Debug Merchant in the game Monster World IV, as it was previously not fully functional on fan translations, there is also a second patch that will also alter the font to resemble the "official" one from the virtual console release.

This patch has to be applied to a clean (J) rom. ROM CRC32    36A3AAA4


This has been tested to work on emulators (Bizhawk) and real hardware via everdrive.
