This patch is free, but please don't distribute a pre-patched ROM.

Use your favourite IPS tool to patch the ROM dump with "BECKY.IPS"
(it's called "Becky (1983) (Mia) (J).rom" in GoodMSX1, CRC32:A580B72A).
Boot with SELECT held down if you don't want 60hz forced. If the game
detects a Japanese BIOS (that includes the turboR), messages remain
untranslated.
